The Diplomatic Body, in considering the present state

of dieunion between Berth and South in China, have been im-

pressed by the fact that the continued possibility of import-

ing military arma and camunition into the country from

abroad could not but exercise a disturbing influence, and as

the friendly Powers here represented are firmly determined to

discountenance any condition or setion which might favour the

reversion to hostilities. I am desired by my colleagues to

make the following communiostion to the Chinese Government :-

The Governmenta of Great Britala, Spain, Portugal, the

United States, äussia, Brasil, France and Japan have agreed

effectively to restrain their subjects sně oitizens from ex-

porting to or importing into China ares and munitions of war

and material destined exlusively for their maminoture, until

the establishment of a Goverment whose authority is recog-

nised throughout the whole country, and also to prohibit

during the above period the delivery of arms and munitions

for which contrasts have been already made but not executed,

The representativer of the Netherlands, Demerk, Selgius

and Italy, are also in full seoord with the above polley, but

await the instructions of their respective Governmente before

announcing the scherion of the latter.

The foreign representatives desire to express the earnest

hope that the Chinese Goverment, in keeping with this polieg

will, on their part, agree to suspend the issue of permits to:

import military arms, mmmunition, and munitions of war, and

will direct the Customs that the introduction of such articles

is absolutely prohibited.
